TC Programme Resources • Technical Cooperation Fund (TCF) • Extrabudgetary contribution • Major Programme 6 (MP6) • Carry over from prior years
TC Programme Resources Technical Cooperation Fund (TCF) • Funded by voluntary contributions from all Member States based on shares established by using UN assessment rates • Target is established by the Board of Governors and finalized in a General Conference resolution. It was $85 m for 2009, $85 m for 2010. It is $86 m for 2011. • The Target for both years 2012 and 2013 is fixed at $88.75 m (equivalent to EUR62.3 m) • National Participation Costs (cash payment of NPC, 5% of the project ‘value’) also flow into TCF
TC Programme Resources Extrabudgetary • Contributors are Member States, other international organizations, NGOs and the recipient governments themselves (Government Cost Sharing, GCS)
TC Programme Resources The Regular Budget • MP6 is used to manage the technical cooperation programme • Other regular budget major programmes contribute to the programme MP3 MP5 MP2 Technical cooperation programme MP6 MP1
Negotiating and Planning the TCF • Targets are set on BoG recommendation, usually recommended by a working group and involve MS negotiation • Later years generally include Indicative Planning Figures (IPFs) • The Agency’s planning figure includes the target adjusted for anticipated revenues, carryover and other income.
FINANCIAL TRENDS: Rate of Attainment against pledges and payments, 2001 – 2010 The 2010 rate of attainment on payments on 31st December 2010 is 87.9%, but the same rate of attainment as per 4th JAN 2011 is 90.8% (due to the a late payment of a contribution received on 4th JAN 2011)

Long term implication of low TCF rate of attainment (RoA) • TCF2011 (situation as 06th OCT 2011): The RoA for payment ONLY 78.4%, approximately $ 67.4 m and the 2011 TC Programme & Budget was planned estimating a RoA of 95%. This would represent a shortfall in TCF resources of $14.3 m !! • TCF 2012 and TCF 2013 R.o.A. and Programme & Budget: 2012/2013 TC Programme & Budget is planned estimating a 93% RoA. If the trend of payments to the TCF in 2012 and 2013 follow the trend of the 2011 than drastic reductions will be needed for 2012/2013 TC Programme & Budget !!
