SERVICIO PÚBLICO “Cuando hablamos de servicio público nos referimos a la prestación esencial que cubre necesidades públicas o de interés comunitario, que explicita las funciones del Estado, de ejecución per se o por terceros, mediando concesión, licencia, permiso, autorización o habilitación, pero siempre bajo fiscalización estatal. Es decir, puede tratarse de la provisión de agua, luz, gas, teléfonos, como de la prestación de servicios de educación, salud, transporte, seguridad” (Dromi 2004: 823) .
