The Europeanmarket : situationandchallenges(1) Fragmented EU market: 27 widely different markets concerning: • the engineering consultants’ roles and tasks, the types of services that they provide and their field of work • professions involved and their status: regulated or not • liability and insurance conditions • national construction regulation • players in national markets • ……………………… 3
The European market : situation and challenges (2) • Major constraints on public finances for infrastructure investments, new responsibilities, players, rules (PPP) … • Need to strategically position the industry in Europe amongst other players in the supply chain (contractors and operators …) • The challenge for Consulting Engineers: act to maintain / reinforce its unique position or become a subcontractor 4

Achievements - An improved and well-structured frame for strengthening the European engineering consultancy • A CEN reference terminology that positions the engineering consultancy profession • An acknowledged partner of EC on the European public procurement policy support to the EU 2020 ambition • A code of conduct that should position and strengthen the profession • Policy on lowest-price based award (October 2010); Guidance procurement of PPPs (March 2011) 10
The wayahead (1) • To continue work in progress towards the targets • CEN reference terminology (enquiry in progress, adjustment, implementation … and use) • The public procurement directives • Guidance on integrated construction projects … • Implementation of the code of conduct … • To reinforce dialogue with partners like architects …. and other intellectual services on some issues 11
