State of readiness for additional funds in 05-06 • 2nd instalment of all schemes may be released as desired level of expenditure has been achieved.
Integrated Nutrient Management (INM) • INM technology for balance use of fertiliser are transferred to the farmers through : • Farmers’ Field School (FFS)-335 conducted out of 387 programmed. • Block Demonstrations-325 ha covered out of 600 ha. programmed • Block level Krishak Sampark Mela (All 314 Blocks completed in Kharif ). • Use of bio-fertilizer (Rhizobium, Azotobacter, Azospirillum & PSM) promoted. • Production & popularisation of vermi-compost under ISOPOM. • Organic Farming is being implemented in 5 selected government farms. • 2 Officers have attended national level training on Organic Farming in UAS, Dharwad, Karnatak and will be the Master Trainers.
Integrated Pest Management (IPM) • IPM technology is demonstrated & popularised through : • Block Level Krishak Sampark Mela and District level exhibitions. (All 314 Blocks completed in Kharif ). • 335 FFSs under rice, maize, oilseeds, pulses, cotton and sugarcane Conducted out of 387 programmed. • Pest & Disease Surveillance in cotton through Scouts conducted in all 6 cotton growing districts. • Use of Bio-pesticides & Bio-agents (3922 ha. against 2000 ha.) and Pheromone traps(1733 ha out of 2000 ha.) adopted in cotton. • Six FLD (each 50 ha.) on IPM in Cotton organised through involvement of NGOs. • Subsidised sale of sprayers under ISOPOM and ICDP.

Strategies for Rabi Production • Expansion of area under pulses like mung, biri, gram, field pea and oilseeds like groundnut, sesamum and castor under residual moisture condition. • Optimum utilisation of irrigation water of major & medium irrigation projects by adoption of suitable cropping pattern through Pani Panchayats. • Introduction of high value crops like vegetables, spices in the newly created private irrigation projects promoted under agriculture policy. Increasing area under off-season vegetables in tribal areas. • Optimum use of fertiliser and bio-fertiliser for higher productivity. • Strengthening of input supply system for timely availability of seeds, fertilisers, pesticides with special thrust on inaccessible and backward areas. • Adoption of IPM, INM. • Transfer of technology and awareness programme through IEC (Krishak Sampark Mela, FFS, Demonstration etc). Multiplication of newly released high sucrose content sugarcane varieties by the sugar factories in the factory zones. • Demonstration on Integrated Weed Management (IWM) in sugarcane crop in 600 acres. • Organisation of Farmers’ Awareness Campaign on fibre quality management in Cotton. • Newly introduced equipments like paddy reaper, axial flow thresher, rotavator, transplanter are gaining momentum through demonstrations. Govt. owned lift irrigation points are being revived to be operative to combat moisture stress situation. • Subsidised sale of 100 pump sets (1.5 to 5 HP) to provide life saving irrigation to cotton. • Popularisation of HDPE pipes under ISOPOM Maize for carrying water to the field.
Strategies for Increasing SRR • In New Agricultural Policy, marketing of seeds through private dealers & co-operatives will be promoted. • Seed minikits are being utilized in convergence with the Watershed programmes. • Farmers’ Awareness through an intensive IEC Plan. • Establishment of retail outlets in remote area • Evolve new location specific variety for pulses. • Develop suitable linkage between farmers envelop seed production and Seed Development Agencies / SAU for making these farmers aware of methodology for raising quality seeds.

Acceptance of tractor & power tiller increasing. • Newly introduced equipments like Reaper, Transplanter, Rotavator, Axial flow thresher etc are popularised through demonstration. • There is provision of Rs.800 lakhs for farm mechanisation under Work Plan & ISOPOM during 2005-06.
Progress on amendment of APMC Act • The proposal to amend APMC Act has been introduced in the State Legislature in April,2004. This is under consideration.
Horticulture Mission • Govt of India have approved Horticulture Mission schemes with an out lay of Rs 74.99 crores covering 14 districts and 7 crops. • First installment for Rs 7.62 crores has been received in 1stweek of September’2005. • All required action like State level Executive Committee headed by Chief Secretary, Project Management Committee headed by APC have been formed. • Necessary guidelines to field functionaries has been issued. • District Mission Committee headed by the Collector started implementing the programe – Work is in progress.
Support for Extension Reforms • IDWG & State Level Training Institute (IMAGE) are in place. • ATMAs have been formed in 9 new districts. • State Level Orientation training conducted. • IMAGE has been identified as the agency for routing of funds. • Steps are being taken to sanction Rs.76.00 lakhs released in the 1st instalment through supplementary provision in the State Budget. • State extension Work Plan is being worked out- will be submitted in October.
Status of Quarantine facilities Steps are being taken to acquire land (200 sqm) at Paradeep.
New Initiatives • Micro Planning at Block & GP level has been taken up which includes the basic information like rainfall, land utilisation, soil characteristics and nutrient index etc. • Building village-wise database on agricultural statistics for estimation of area and production of different crops. Krishak Sampark Mela organised in all 314 blocks of the State during kharif involving PRIs, NGOs, SHGs & allied departments and same will be organised during Rabi also. • Soil Testing Mission – 2 soil testing labs will be established in Keonjhar & Dhenkanal in addition to 11 existing labs. One mobile soil testing van will operate to cover the remote areas. It has been targeted to cover all the villages of the State during coming 3 years by increasing the annual target from 1.20 lakh to 3.30 lakh soil samples.
