Background • The Property Incubator Programme (PIP) is a contribution by the KZN Provincial Department of Public Works in response to Property Transformation Charter. • The Policy document was approved in November 2008, for initial implementation in 2009/10 financial year. • The full qualification earmarked for this programme is New Venture Creation NQF Level 4 (SMME).
KZNPIP Role in Transformation of Property Sector • The programme is targeting scarce skills in the property sector focusing on empowering the HDI’s within the property sector. • Target 100% HDI’s for support and development services. • Implement the objectives of the property sector transformation charter
KZN PIP Role in Transformation of Property Sector cont… • Contribute towards eradication of unemployment and poverty • Assist emerging black property practitioners/ entrepreneurs towards having a meaningful participation in the property sector. • Ensure that property sector is accessible to all people of race & gender
PIP training areas • Property Management • Property Development • Real Estate Agency(incl. Property Assessors/ valuations), • Property Ownership • Facilities Management
KZN PIP participants • 63 participants were trained for first phase during 2009/2010 financial year, which included • Black Women, • Disabled individuals, • Youth • Former Military Veterans
Phase one • The first phase of PIP training was on Business Build-up Module with 34 credits, which covered the following: • Produce a business plan • Finance a New Venture • Align Business goals • Labour Legislation • Marketing • A certification ceremony for this phase was held in June 2010, during Youth in Construction & Property Summit.
Phase two • The second phase is expected to commence before the end of the current financial year (2010/2011) focusing on the following areas: • Property Development • Real Estate (Inclusive of Property Assessors training) • Property Management • Facilities Management & Supervision
Phase three WORKPLACE FOR EXPERIENTIAL TRAINING • This phase will focus on placement of PIP participants in both public and private sector for experiential training within the property sector for a minimum period of six months. • Will also require the assistance of the private sector in terms of placement of the participants to gain the practical experience in the property sector.
Exit Strategy Provision of an incubator centre for the participants with the purpose of: • Starting own businesses within the property sector. • Employment opportunities in the property market.
