Consortia Application Process • Each member county individually completes components of their counties’ 5 Year Strategic Plans • Plus, a Memorandum of Understanding (MOU) between member counties
MOU Components • Identify Consortium Lead (fiscal agent) • List member counties • Total # of LEP students (per county) • Total amount of award • (see sample at: http://wvconnections.k12.wv.us/title3grants.html
Allocation Process • State review of individual plans and MOU agreement • Allocations made to consortium Lead • Lead county will be invoiced by member counties
Process for Determining AMAOs • For accountability purposes, state will determine status on data aggregated at the consortium level • For technical assistance purposes, state will also determine status for each county member
Consortia Not Meeting AMAOs • State will notify each consortia lead and member counties that fail to make AMAOs • Consortia members that do not make AMAOs will be required to send appropriate parent notifications
Accountability Measures Measures for not meeting AMAOs • Year 1 (and every year thereafter) –Consortia members must notify parents of participating children of the consortium’s failure to meet AMAOs. However, individual district status (met AMAOs) may also be included in the letter. • Two Consecutive Years- The state will provide technical assistance to the consortium district that failed to make AMAOs to develop a plan that specifically address the factors that prevented the district from achieving the objectives • Four Consecutive Years – the state will require the district to modify the curriculum, ESL program, and method of instruction, or will determine if funding should continue and require the district to replace educational personnel.
Monitoring of Consortia • Using the Consolidated Monitoring process, all consortia members will be monitored on an individual basis once every three years • Consortia leads will also be monitored through the regular consolidated process • Other state governance for intermediate agencies (RESAs) serving as fiscal agents is applicable
