  2. Background • One long standing Enhanced Sheltered Scheme • 2001 Strategy for Older Peoples Services recommended development of Extra Care Schemes • 4 Pilots identified – with additional services bought in

  3. 2003 • April - 4 enhanced sheltered schemes go live • Exploration of introducing a Retirement Community or Village – Commitment to Concept • Launch of Extra Care Housing Fund – Round One • Success! - Salford's one of only 16 in the country – bids submitted totalled £700 million • Our share £847,000

  4. Breakdown of the bid Astley Court £400,000 Monica Court £257,000 Mount Carmel Court £190,000 ------------- Total £847,000 • The fourth very sheltered housing scheme was not included in the bid but there is a commitment to upgrading it

  5. What we hoped to do & why(substance of the bid) • Based on consultation from e.g. the Older Peoples Strategy, Retirement Village research, Best Value and National • Short time to submit the bid

Astley Court - Irlam • Remodel entrance area, managers office, disused wardens accommodation, communal toilets and lounge area, to provide: • Assisted bathing / hairdressing room • Gym/chiropody/personal services room • Health facilities • Computer/library/games room • Communal toilets suitable for wheelchair users • Electric entrance doors • Construct conservatory – replaces ‘lost space’ – area for day opportunities • Create Assessment Flat • Improve wheelchair access • Upgrade lifts

Monica Court - Eccles • Replace 2 existing flats & disused store room to provide space for • Assisted bathing / hairdressing room • Gym/chiropody/personal services room • Health facilities • Computer/library/games room • Electric doors • Construct conservatory – replaces ‘lost space’ – area for day opportunities • Improve wheelchair access • Upgrade lifts

Mount Carmel Court - Ordsall • Convert unused bedsit to provide • Gym/chiropody/personal services room • Computer/library/games room • Covert disused Wardens accommodation to provide 2 wheelchair access flat • Create covered walkway into garden • Construct conservatory – replaces ‘lost space’ – area for day opportunities • Adapt hairdressing room • Enlarge communal kitchen • Install handrails in corridors

Current Position • Commitment to Extra Care – but no clear and specific vision of model • ECHF Grant to move existing Enhanced schemes along continuum to full Extra Care • Commitments to • Retirement Village • Developing Extra Care Housing Strategy - including clear articulation of model(s) And in 2005 successful bid to Learning Disabilities element of ECHF

Main Roles & Responsibilities • ·Manage waiting lists and voids • ·Referrals and allocations • ·Sign ups • ·Reviews of new tenants • ·Reassessments / reviews of existing tenants • ·Annual reviews of all tenants • ·Daily duty service • ·Liase with contracts department within SSD • ·Development and strategy • ·Tenant liaison • ·Liase with provider via weekly meetings and liase with local area housing offices

  12. Positives & Negatives CHALLENGES TO DEVELOPING EXTRA CARE; • Using existing housing stock • Tenants resistance to change • Scheme improvements

  13. What Is Working Well? • Having a dedicated staff on site • Accept referrals from any specialism within the adult field • Within the first 6 months we had received 27 referrals. Without Extra Care provision, 25 of these would have had no alternative but to move to residential care
