Study Area and Developments I-64 I-170
Mission Statement The Hanley Road Corridor Steering Committee will provide a transportation corridor from I-64 to Laclede Station Road that addresses current and future transportation needs of the local and regional community, supporting economic growth, minimizing residential impacts and enhancing the quality of life in the cities of Brentwood, Maplewood, Richmond Heights, and St. Louis County.
Study Objectives • The improvement of circulation around and in the study area • The development of alternative concepts to address problems related to congestion • A consistent streetscape • The safe movement of peds and vehicles
Project Goals • To develop alternatives that can move easily into the design phase by completion of the study • To achieve a LOS of D at signalized intersections with our alternatives • To develop creative alternatives to address access and capacity issues
Project Goals continued… • To provide safe pedestrian access across and along the corridor as best possible • To improve the streetscape of Hanley Road • To improve vehicular access to the corridor
Traffic Analysis - Existing Conditions North Area South Area
Initial Alternatives Developed • I-64/Eager/Dale Area • N1 - Geometric Improvements I • N2 - Geometric Improvements II • N3 - Tunnel to WB Eager • N4 - Tunnel between Eager/Hanley • N5 - Revised Geometric Improvements • N6 - Realign Eager and Dale • N7 - Combination of N3 and N5 • N8 - Relocate Eager under Hanley, connect Eager to Dale
Initial Alternatives Developed • Manchester Road Area • S1 - Manchester Road at-grade with dual left-turns in all directions • S2 - Hanley Road over Manchester Road with urban single-point interchange
Initial Screening – Eager/Dale Area Legend l Poor (i.e. poor capacity, high cost) 8 Moderate/Average m Good (i.e. good capacity, low cost)
Intersection LOS (North Area) * Note that significant improvement to the WB off-ramp was not practical prior to I-64 improvements..
Preferred Concept – North Total Cost: $22 M
Preferred Concept – South Total Cost: $32 M
Improvement Costs: • Design: $3.4 million (that will be offset by using in-house forces) • R/W: $13 million—estimate • Construction: $38 million Total: $54 million
Next Steps • Conclude Study • Spring 2004 • Access Justification Report • Concept approval from FHWA • Establish Funding • $$ Transportation Development District (TDD) • $$ MoDOT Cost-Sharing • $$ Local/Federal Dollars • $$ Other
