Review of activities 2009-2011 • In 2009, the 1st Urban Water Demand Management Learning Forum was held during SIWW 2009. • In 2010, PUB organised a workshop on “Water Demand Management” with funding from Singapore Ministry of Foreign Affairs (MFA) under the ASEAN Cooperative Training Award (ATA) framework for ASEAN members during SIWW 2010. • In 2011, PUB organised a workshop on “Water Quality Management – Water Catchment to Consumers’ Tap” with funding from MFA –ATA for ASEAN members during SIWW 2011. Mr. Ramon Alikpala, Chairman of Asean Working Group on Water Resources Management addressed the audience. Dr Raman Letchumanan, Head of Environment Division, ASEAN Secretariat, addressed the audience.
Urban Water Demand Management Learning Forum Recommendations • Reducing commercial as well as real losses; • Checking on meter accuracy and reducing pressure; • Public education campaigns and community / customer involvement • Long term solutions : • Pipe replacement programs which would require substantial investments; • Shifting towards economic valuation of water service; • Performance and process benchmarking, • 100% metering • Institutional reforms such as: • more effective regulation including separation of regulation form service provision • private sector participation (where possible) and • Financial restructuring of water utilities. Capacity Building & Experience Sharing • PUB hosted study visits for various regional water utilities between 2009-2012 • PERPAMSI, PDAM Surabaya, SAWACO, Water Services Department of Brunei and MWA were briefed on water supply network asset management including repair of water meter, leak detection and call centre operation. • Sharing of experience • PUB sent the relevant papers on Water Demand Management (NRW/UFW control and Water Conservation) to the focal points. • PUB disseminated a publication on Singapore’s experiences on Low Unaccounted for Water (UFW) in the past 30 years to AWGWRM national focal points and participants of the Workshop. • PUB participated in a UFW sharing session in KL in Dec 11 on invitation of SPAN, Malaysia
Activity for 2012 • A 4-day workshop on “Sharing of Singapore’s Experience in NEWater and Desalination Projects through PPP” was initially planned for Jul 2012, on the sidelines of SIWW 2012. Postponed due to unforeseen circumstances. • Proposed new date is 30 Oct - 2 Nov 2012.
