Otay Landfill Inc. 1700 Maxwell Road Chula Vista, CA 91911 37-AA-0010 1 2 A two foot piece of folded carpet was observed protruding at the surface from the previous days fill operation. Processed green material used for Alternative Daily Cover (ADC) in this area appeared to exceed the grain size specification of 95% of material less than six inches. Photo #1 was taken looking southeast. The carpet in photo #1 was pulled back and compacted waste was observed under the carpet. Another piece of protruding waste near the arrow in photo #1 was pulled back and compacted waste was visible below the waste. Photo #3 was taken looking northeast. The processed green material used for erosion control near extraction well #12 appeared to exceed grain size specification of 95% material less than six inches and contained mostly ground palm fronds. Six inch openings were observed along the sides of the metal grate but the lower section of the hexagon grate had several gaps greater than 12 inches in width. Photo #5 was taken looking northeast. An area of significant erosion had occurred along the eastern slope of the west basin. The soil swale that was used to divert rain water runoff further south to the down drain had eroded. Otay Landfill Inc. 1700 Maxwell Road Chula Vista, CA 91911 37-AA-0010 7 8 A 100 foot area of potential burnash was observed exposed at the surface near the northwest toe of the Canyon B partial closed area of the site. The north and west side slopes without vegetation contained the material and was located adjacent to the drainage culverts that divert rain water run-off to the western basin. Approximately two to four inches in depth of eroded soil from the adjacent Class I site was in the northern section of the drainage culvert seen with an arrow. Photo #7 was taken looking southwest. Photo #9 was taken looking west. The gravel bags leading to and surrounding the down drains near the toe of Canyon B were busted open and gravel was in direct contact with an open drain allowing gravel to migrate and potentially interrupt flow of the drain.
