  2. Clubes e distritos têm o direito de apresentar propostas ao conselho de legislação (COL). Propostas de emenda visam alterar estatutos do RI, regimento interno do RI e estatutos prescritos para o Rotary Club. Já as propostas de resolução não têm o intuito de alterar documentos estatutários da organização. (Por não fazer parte dos documentos estatutários, o regimento interno recomendado para o clube é alterado somente mediante deliberação do conselho diretor do RI.)
