Comprehensive Explanation 1/2 • Traffic alert and Collision Avoidance System (TCAS) is an a/c (= airborne – based) system to reduce the incidence of mid-air collisions between aircraft. • This objective concerns the upgrade of existing ACAS/ TCAS. • Currently Airborne (ACAS II) is based on TCAS II (SW) version 7. An enhanced TCAS compliant with the changes TCAS II Change 7.1 would further reduce the risk of a mid-air collision in European airspace by a factor of 4. • Note: this OBJ is applicable to all flights performed by a/c of a given category, regardless of State of Registry: • with MTOW > 5700 kg, or • authorised to carry more than 19 passengers; or • any other a/c equipped with ACAS II. Comprehensive Explanation 2/2 • Applicable legislation: Commission Regulation (EU) No 1332/2011 on common airspace usage requirements and operating procedures for airborne collision avoidance • Applicable ICAO Annexes: ICAO Annex 10 – Amendment 85 of )ctober 2010 Note: • the 12/2015 FOC date is for retrofit; • For new aircraft (forward-fit) the applicable date is March 2012. • Implementation is on a voluntary basis for the MIL transport type a/c, unless specified differently at National level. Most important SLoA(s) • Most SLoAs (REG01 – 03; MIL01 – 02; USE01 – 02) concern approval of i.e. airworthiness of (CIV/MIL) a/c and the implementation by airspace users. ASP SLoAs: • ASP01 – Train controllers • ASP02 - Establish ACAS II (TCAS II change 7.1) performance monitoring: • This SLoAhas to be understood as the requirement to perform ACAS monitoring as prescribed in ICAO PANS-ATM. Such monitoring should be performed by means of reporting (incident reports from airlines and ANSPs). • It would be useful to contribute ACAS monitoring data/reports to the EUROCONTROL Voluntary ATM Incident Reporting System (EVAIR). ESSIP Report 2014 • This implementation objective is aligned to Regulation (EU) 1332/2011. • 5 States have already it completed, 10 have partially completed the SLoAs. 27 States plan to implement within the FOC date (12/2015). • The objective does not require changes to ATM system: the 2 ASP SLoAs cover ATCO training (ASP01) and incident reporting (ASP02).
