Comprehensive Explanation (1/2) • Implementation of Minimum Safe Altitude Warning (MSAW) function. • ECAC applicability (except Greece and United Kingdom). • Requires implementation by all ATC units providing radar services to GAT traffic within En-route airspace, TMAs and CTRs. • Military applicability: Military ANSPs that provide radar service to GAT traffic. Comprehensive Explanation (2/2) • MSAW checks the extrapolated track positions (based on radar data = current track position and linear extrapolation using ground speed) and identifies the predicted or actual conflicts against the terrain. • Terrain can be build up using digital terrain data or set of polygons that sufficiently accurate shape the vertical environment. • Conflict is declared if a/c track is below the minimum safe altitude (usually 500 to 700 feet above the terrain) intends to do so in short distance in time (<= 2 minutes). • Some FP data like Cleared Flight Level (CFL) might be used to suppress false alarms. • MSAW requires an appropriate presentation of predicted / actual conflicts to the tactical controllers and ATC supervisor. • MSAW requires careful optimisation / tuning to minimise false alarms. Most important SLoA(s) • ASP01 “Implement the MSAW function. Put into service ground-based safety tool systems and associated procedures supporting the MSAW function.” • ASP to check the compliance of the implemented MSAW with the requirements stated in the specification, the related guidance material and the relevant training and safety requirements. Finalisation Criteria • Ensure that Ground systems have been upgraded to support the MSAW function. • Ensure that the technical file (TF) with evidences of compliance and the EC declaration of verification of systems (DoV) has been delivered to the competent National Supervisory Authority (NSA). • Ensure that the MSAW function is in operational use. • Ensure that the training plans have been updated and a training package has been developed by the ANSP for the use of MSAW functions. ESSIP Report 2012 • MSAW started to be implemented at ACC level by mid 90’s across the ECAC area already. • Progress has been made compared to 2011. • Most States (23) declared to have plans for implementation by end 2013. ESSIP Plan 2013 / Objective ATC 02.6
