Comprehensive Explanation (1/2) • Implementation of Area Proximity Warning (APW) function • ECAC applicability • Requires implementation by all ATC units providing radar services to GAT traffic within En-route airspace, TMAs and CTRs. • Military authorities: Military ATC authorities are invited to consider implementation of APW level 2 when providing ATS surveillance services to GAT ESSIP Plan 2014 / Objective ATC 02.5
Comprehensive Explanation (2/2) • APW checks the extrapolated track positions (based on radar data = current track position and linear extrapolation using ground speed) and identifies the predicted or actual conflicts against the protected airspace. • Protected areas might be restricted, danger or prohibited zone or Temporary Segregated Areas (TSA) or Temporarily Restricted Areas (TRA). • Conflict is declared if a/c track infringes the protected airspace or intends to do so in short distance in time (</= 2 minutes). • Some FP data like Cleared Flight Level (CFL) might be used in case of temporarily absence of Mode – C. • APW requires an appropriate presentation of predicted / actual conflicts to the tactical controllers and ATC supervisor. Most important SLoA(s) • ASP01 “Implement the APW function to put into service ground-based safety tool systems and associated procedures supporting the APW function in En-Route airspace, applicable TMAs and Military ATC units providing surveillance services.” • ASP to check the compliance of implemented APW with the requirements stated in the Specification, the related guidance material and the relevant training and safety requirements. Finalisation Criteria • Ensure that Ground systems have been upgraded to support the APW function. • Ensure that the technical file (TF) with evidences of compliance and the EC declaration of verification of systems (DoV) has been delivered to the competent National Supervisory Authority (NSA). • Ensure that the APW function is in operational use. • Ensure that the training plans have been updated and a training package has been developed by the ANSP for the use of APW functions. ESSIP Report 2013 • Progress has been made in deploying this objective since the previous report (2012). 19 States have declared this objective as completed. • The majority of the remaining States have actions planned to be completed by December 2016 end of the full operational capability date. 7 States between 04/2014 and 12/2014 and 1 State by 06/2015.
