MDM Scheme in Gujarat • Gujarat introduced MDM scheme in 1984 and is pioneer state in providing hot cooked meals. • Total 33790 Schools are Covered by the MDM • Total 43.05 Lakhs children daily take benefit of MDM • 89,660 Cook cum Helpers working for the scheme • Total budget for 2013-14 was Rs. 704.55 crores • Central Share Rs. 444.55 crores • State provision Rs. 260.00 crores • Budget proposed for 2014-15 is Rs. 820.16Crores • Central Share Rs. 519.34 Crores • State Provision Rs. 300.82 Crores Commissioner of Mid Day Meal, Gujarat

  4. Status of Establishment Contractual staff for monitoring and supervision • State Government has Approved recruitment of following contractual staff wide GR no. MDM/2011/614/R, Dated: 24/12/2013 and GR no. MDM/2011/614/Bha-1/R, Dated: 26/12/2013 • The recruitment is in progress. An initiative:Sukhadi • Condensed sweet popular in Gujarat. • Sukhdi is beining served once in a week. • In the year 2014-15, Sukhadi is proposed for 1day to 2 days in a week. • Recipe is approved by the experts • It is prepared using wheat, jaggery and oil • State government has contributed Rs. 20.00 crores for oil and jaggery for year 2014-15. • Nutritional characteristics of each serving of sukhdi: Std.1-5(gms) Std. 6-8(gms) • Wheat 20 25 • Jaggery 15 20 • Oil 10 12 • Total calories 214 267 Commissioner of Mid Day Meal, Gujarat

Issues to be Considered • Linking transport subsidy with fuel price hike The figure of transport subsidy should be in proportion to fuel prices i.e. as fuel price increase, there should be proportionate increase in transport subsidy. The actual difference in the transport subsidy borne by the Government of Gujarat due to lower rate of the Government of India is Rs. 602.08 Lacs from April-13 to December-13. • Linking Cooking Cost to food price Inflation Index As per the present guideline NP-NSPE-2006, the cooking cost is increased by 7.5% every year. There should be proportionate increase in cooking cost in proportion to food inflation index. • Fuel cost presently: Primary: Rs.0.61 (Cooking Cost 3.34) Upper Primary: Rs. 0.90 (5.00) • Proposed fuel cost: Primary: Rs. 0.74 (3.62) Upper Primary: Rs. 1.00 (5.49) • Additional approx. fund requirement: Rs. 1236.34 Lakhs • Central component: Rs. 927.26 Lakhs, State: 309.08 Lakhs

  16. Revision of the norm for Kitchen Devices As per the MDM guideline an amount of Rs.5000 is admissible for kitchen devices. But it should be increased to Rs.8000 taking into increase in raw material price. • Supplying MDM in rural area through NGO The guideline permits for the supply of MDM in urban area through NGO. The policy may be revised to include the rural area in light of increased Road transport facility and faster vehicles. • Supplement like Sukhdi for increasing consumption of grain: It is observed that the children can not consume the full quantity of food grain 100 gm (primary) and 150 gm (upper primary) consumed at a time hence an additional supplement like Sukhadi is suggested.

  17. Improving norm for protein The protein content from the present daily allowable quantities (in gms) of grain and pulse for primary and upper primary are as under: • Deletion of the word poor It is suggested that the word “poor” should be removed from the guideline (Chapter- 1, para 1.7) and Para 2.2.1.II of draft guideline to avoid perception of people - “the scheme for poor children”
