General Objective To practice security staff in the screening of cargo entering the Port Facility
Specific Objectives • To practice security staff in the conduct of checks on the security features on cargo entering the Port Facility • To practice security staff in the inspection of vehicles entering the Port Facility • To enhance the security awareness of threats to the Port Facility • Meet or better the specified compliance benchmark for this drill
Required Attainments • Security staff will be able to: • Apply the procedures for the screening of vehicles entering the Port Facility • Check the security control measures on cargo entering the Port Facility • Detect anomalies in cargo security measures
Control Team • Chief Controller: PFSO, Mr. AAA • Controllers • Driver 1 – Mr. XXX • Driver 2 – Mr. YYY
Scenario • Cargo delivered to a ship at a Port Facility should undergo several security checks • Port Facility security staff are expected to verify the integrity of cargo security measures • Security checks should be performed efficiently to expedite the cargo handling process
Controller Mission Two container trucks will attempt to deliver containers with deficient seals
Controller Tasks • Driver 1: • To attempt entry with a container with a broken seal • Driver 2: • To attempt entry with a container with no seal
Controller Tasks • To have proper seals available to re-seal the containers after the drill • To have all relevant identification documents, security passes, etc. • Carry the “Letter of Identification” • and tender it if harassed
Communications • Telephone • Walkie-Talkie • Participants - Channel number • Controllers – Channel number • Mobile phone – please exchange mobile numbers by xxxx hrs.
Safety • Physical safety of personnel is paramount • There is to be no physical contact between participants and controllers acting as intruders, etc. • Security staff are not to use abusive language when talking to controllers acting as “intruders” • Do not neglect the safety of equipment
