Jal Chetna Yatra- Kisan MahotsavMonth long campaign was launched from 16th May to 16 June,2006 Disseminate message on Water conservation,harvesting and efficient use in view of acute water scarcity and over exploitation of ground water Educate people about the latest methods of water conservation, harvesting, efficient use & recharge of ground water Convergence of Agri. services at the door step Disseminate appropriate technology & practices for Agriculture Arrange availability of inputs including credit for Kharif Salient features More than 18,000 villages covered including all 9189 Gram Panchayat H.Q One decorated Kisan Rath per block ( total 357) along with a Beej Rath visited 2 villages in a day and camped at Panchayat H.Q. where Kisan Mahotsav was organized Encouraging people’s response – 60 lac persons participated NGO’s actively participated in more than 6000 camps More than 1.26 lac Water Harvesting Structures completed

New initiative :Efficient extension delivery system Period- 15 September to 15 October 2006 Camps in all Gram Panchayats-Service delivery at doorstep of farmers Easy & transparent execution of schemes with people’s participation (PRIs/ input manufacturers/NGOs/public etc) On the spot processing of applications of individual beneficiary schemes. Disbursement of subsidy for already processed applications. Discussions on productivity enhancement, quality improvement,cost reduction, preparation of farm plan etc. Distribution of farmer friendly literature- Capacity Building of farmers Demonstration of latest technology (drip etc.) Social Audit of beneficiaries of previous years Krishi Yojanaen –Apke Dwar
Measures to improve productivity Timely availability of quality seed • Area wise & variety wise seed production plan prepared. • Increased seed replacement rate • SRR plan at State-District-Tehsil-Gram panchayat-village level prepared (Thrust in low SRR areas) • 33% increase in availability of certified / quality seed- Arrangement of 7.22 lac qtls against 5.38 lac qtls in last Rabi Season. • Strict QC measures enforced at the level of seed growers’ as well as Processing plants
Measures to improve productivity Nutrient Management • Soil fertility survey completed in 182 blocks, survey in remaining blocks in 2006-07. • 3.5 lac soil health cards to be distributed to farmers, against 1.6 lac in 2005-06 – Improved farmer friendly format introduced • Advance stock building of 50,000 MT of fertilizer for timely availability • Bio-fertilizer distribution augmented ( 20 lac packets in 06-07, against 9 lac in 05-06) Pest Management Strategy ABC analysis of pesticide manufacturers on basis of their performance Sampling for QC doubled for pesticides- targeting low performing units
Measures to improve productivity • Anlysis to identify thegaps in actual and potential productivity at village - Gram panchayat -Tehsi -District -State-level . • Crop specific projects to enhance productivity in low productivity districts • Micro Nutrients to be applied in all crops in deficient blocks identified by soil testing. • Public Private Partnership Barley - Operation 150 % - SAB Miller and Cargill in Jaipur - Pepsi in Ganganager Seed Production – Raj Tech and Morarka Foundation Tissue Culture Lab – TERI Soil Testing Labs - Chambal Fertilizers & Chemicals
State’s Initiatives : Extension Massive capacity building of farmers through… • 10 days Israel visit of 48 member delegation in June- July ( MOUs likely soon ) • High level Task Force constituted under chairmanship of Prof. M.S. Swaminathan- 6 thematic groups formed. 1st meeting held on 17-18 April, report likely by the end of this year • 32 lac colorful attractive booklets being distributed this year • Special in-house production of Navankur program on DD by the department • Exposure Visits(6000 farmers),Farmer Field Schools,Trainings, Kisan Melas, Exhibitions • No funds from GOI for Print Media, Radio and in-house TV programme. Women Empowerment… • Individual beneficiary schemes-sanctions mandatory only in the name of women % women beneficiaries likely to increase from 3-4% (current level) to more than 70% • To encourage girl students to choose Agriculture as subject the Stipend raised ( Rs.1000/- to Rs.3000/- for 10+2 standard and from Rs.3000/- to Rs.5000/- for graduation)
Marketing Infrastructure Support • Process initiated to establish two pack houses in Jaipur. • Cold storage is being established at Jaipur airport. • Direct purchasing of 2800 tonnes of Coriander by prominent exporters in Agri. Export Zone. • 8 soil-testing labs are also being established this year in Mandis • Land allotted to ITC for establishment of Kisan Stores in 8 APMCs • Land allotted to DCM Shriram Ltd for establishment of ‘Hariyali Bazaar’ in 11 APMCs

Issues for Consideration • NAIS- Release of Rs. 26.13 crore GOI share as Kharif 05 compensation pending. Decision on single series is also pending. • Approval of proposals of Rs. 846.6 Lac within the plan ceiling under Work Plan 2006-07 – Infrastructure support for seed production. • No funds for alternate extension support through Print Media, Radio and in-house TV programme and for operation/Maintenance of computers and media and printing equipments – Mass media support for extension does not cater to state priority • Lack of availability of Breeder/Foundation seed in vegetables seed spices & pulses • In National Horticulture Mission greater flexibility need to be provided by taking up programmes and selection of crops / fruit plants as per need of the area of the State. • Expansion of National Horticulture Mission in all the districts. At present 16 Districts covered • Due to good rains continuing up-to Sept.06 area under mustard likely to be increased and may cause procurement problem at M.S.P. – an issue • Flexibility Under various schemes-lump sum devolution to State instead of structured component again – State should be given freedom to make expenditure as per need • Uniform Level of Subsidy Under Macro Management Work Plan, ISOPOM & ICDP. – Either 50% or 25% for all schemes
