Background • Till last few decades urban poverty got much less priority in terms of range of interventions, scale of state financial outlay, etc. • The basic causes of urban poverty and homelessness are distress migration especially after new economic policies leading to burgeoning urban population. • Visible manifestations : Precarious and unsanitary slums; large masses under open sky, completely exposed to the vagaries of natural or man-made severities.

Even lesser intervention for Second Category: • People are visible in shanty roadsides, pavements, inside drainage pipes, under staircases or flyovers, temples, railway platforms, etc. • State indifference towards providing citizenship rights. • They are victims of anti poor laws.

Scenerio At Delhi Before AAA- year 2000 • There were only 13 night shelters to accommodate 2500 homeless. • Shelters were functioning in night only. • There was not a single shelter for homeless women. • Occupancy was very low in the Govt.run night shelters. • No NGO was working for the homeless in right based approach mpdel. • There was no programme ,policy available in the government for homeless.

Scenerio At Delhi Before AAA- year 2000 • No legal support at beggar’s court. • Homeless were never acknowledged by any Government. • No health support was available for homeless. • Not a single free shelter for destitute, elderly and homeless women. • No special provision for homeless during winters.

  7. Emergence of AAA • AAA is the result of efforts of concerned individuals –from Govt. of India (including Planning Commission) and civil society….

  8. AAA’s Interventions • Shelter Advocacy , creation and Management • 24 hours open shelters • Partnership between Govt. and AAA, homeless

  10. AAA’s Intervention…..contd. • Health Intervention Group for Homeless (HIGH) Clinic : Jama Masjid area. • Exclusive Programme for Homeless with severe mental illness

Current Scenerio • Mission Convergence a govt. programme to address the needs of homeless. • State mental Health programme health care programme of AAA for homeless • Homeless issue got place in Master Plan 2021. • Homeless cast vote in consecutive 4 elections • ATM cards for the homeless in Public Sector bank • Free of cost state run shelter during acute winter • Save the Lives campaign- a joint initiative • Exclusive shelters for women, and families
