OFT Director’s Goals • Goal #1: Make force transformation an integral element of DoD corporate and national defense strategy, effectively supporting the four defense policy goals of the national military strategy. • Goal #2: Change the force and its culture from the bottom up through the use of experimentation, operational prototyping and the creation of new knowledge. • Goal #3: Implement Network Centric Warfare (NCW) as the organizing principle for joint concepts, capabilities and systems for the information age. • Goal #4: Get the decision rules and metrics right and cause them to be applied enterprise wide. • Goal #5: Discover, create or cause to be created new military capabilities to broaden the capabilities base and to mitigate risk.
OFT’s Major Efforts (1) • Transformation Roadmaps and Strategic Transformation ON HOLD until CY06 • Revising Transformation Planning Guidance (TPG)—awaiting QDR results • Participating in 3010 and 3170 revisions • Supporting Defense Science Board study of transformation and Defense Business Board study of Business Enterprise Transformation
