5. District Mission The School Board of Broward County, Florida is dedicated to meeting the educational needs of all students in a safe learning environment. This is the mission statement developed by the School Board members. They felt it was important to state what the school system was about in simple, straightforward language.

6. The History of School Improvement and Accountability School Improvement and Accountability are the result of a number of reform movements in the 80 and 90. Those reforms have been translated into specific state laws and administrative rules which the school district must follow.
As a SAC Chairperson or member you become an official member of the district effort to follow the law. 7. Continuous Quality Improvement There is a little history of school improvement. As you can see, each year new additions or changes are added to the accountability program by the state. Science baseline scores were collected from the 2003 FCAT and because of the new federal law called No Child Left Behind, each school received an Annual Yearly Progress report. In 2003 Broward had 6 F school (4 elementary and 2 charters). In 2004 you can look forward to some additional changes…increasing of level scores and science levels being set.
All 10th graders must score 300 on both parts to get a diploma. There is a little history of school improvement. 12. FCAT High School Graduation Requirement Regular Diploma Requires a Score of 300 on both FCAT Reading and Mathematics

Disaggregated FCAT scores by ethnic and special subgroups (LEP, SWD, Economically Disadvantaged)

Changes in SAC Composition During the Year Will Be Reflected in the Minutes. The Minutes, Sign-In Sheets and Agenda are Sent to Area Superintendent after each meeting. Check with your principal on the process.
Policy 1403 has been revised…two changes are shown on the slide. Your SAC ESE and ESOL will be parents. The second bullet is not really a change but it reflects current procedures. Whenever a change is made on the SAC composition it should be reflected in the minutes and then all minutes go to the Area Superintendent. SBBC Policy #1403 State statute and School Board policy requires certain stakeholder groups to be represented on the SAC. Individuals can fill two of some of the required positions. So, if the school has 35% Hispanic students, the SAC should have about 35% Hispanic members (a 10% deviation is considered acceptable). The school’s Area Director must approve the make-up of the SAC. The School Board must approve all SAC Composition at a school board meeting. The new demographic student data (based on the official 20-day count) will be downloaded on about October 1st…check your composition after then to affirm that the ethnic balance of the SAC mirrors the student body. Other items can be decided by the SAC membership. Bylaws should be clear, concise rules so that members of the SAC know how to proceed.

The primary product of all your work will be the School Improvement Plan…it is the strategic plan of the school…it should not just be something to get done…it can actually be an important tool for your school…it can focus your school’s effort toward important objectives….The SIP objectives are like mini research projects. “If we do certain action steps, we will see an increase in this particular score.” At the end of the year, you know if you were successful or not.
