Detailed implementation depends upon a number of factors including the capabilities of suppliers and the final 21CN network design.
Feedback from 17 December Initial Proposal • Objections to BT Forcing Large Scale Migration to Aggressive Timelines • Lack of Clarity about Tandem Re-Arrangement, Focus was on DLEs • Concern about Commercial Uncertainty of Conveyance • 6 months Proposal on Backhaul Seen as Inadequate • Confusion about Treatment of Dial-IP
Revised Proposal on Timelines and Scope of Migration • First system alteration notices postponed from Feb 05 to Jul 05 • Pathfinder Working Group to meet on 11 February • Tandems will remain in place until 2009-2010 • Mitigates need to re-arrange the majority of interconnect • Allows time for fit for purpose NGN Interconnect as discussed this morning • Provides a safety net for our current mutual dependency on IUP • Altnets interconnected with fibre to only ~82 DLE sites closing in 2006-10 • Minimises geographic migration to 2,449 E1s of ISI interconnect for 7 Altnets • DLE interconnect circuits at Tandem sites, repointed from DLEs to Tandems
Context of Conveyance in 21CN • EBC regime continues as long as the legacy network exists • DLEs and Tandems will continue to exist through 2010 • Prices set within the Network Charge Control review • NGN interconnection and conveyance to be determined • Based on new interconnect products • Informed by Next Generation Interconnect WG, NICC and Ofcom • The transition period requires: • The NCC to set prices for legacy interconnect services • On a consistent basis with the agreed migration plans
Revised Proposal on Legacy Interconnect Conveyance • Interconnect Circuits to Tandems Unchanged • No impact until 2009-2010 • Network Charge Control remains in force • IEC interconnect circuits to DLEs virtualised • Altnet continues to pay IEC charge (virtual) • Altnet continues to pay DLE conveyance rate (virtual) • For DLEs co-located with Tandems, an IBL is provided • ISI interconnect circuits to non-Tandem DLE sites • Represents only 2,449 E1s from 7 Altnets at ~82 sites • FRIACO a subset of these circuits • BT will negotiate with those impacted to determine an equitable solution
