Constitutional Heritage The Army, Navy and Militia are specifically provided for in the U.S. Constitution • Article I, Section 8 of the Constitution states that Congress shall have the power: • To provide for calling forth the Militia to execute the Laws of the Union, suppress Insurrections and repel Invasions (Clause 15) • - To provide for organizing, arming, and disciplining, the Militia, and for governing such Part of them as may be employed in the Service of the United States, reserving to the States respectively, the Appointment of the Officers and the Authority of training the Militia according to the discipline prescribed by Congress (Clause 16)
Joint Force Headquarters Raleigh Responsible for daily operations of the North Carolina National Guard to include administrative, logistical, planning, organizing and equipping all units in the state. Is the Emergency Operations Center during disaster response.

State Partnership ProgramMoldova and Botswana • A former Soviet republic, Moldova is an emerging democracy located in eastern Europe between Romania and Ukraine • Botswana is a stable democracy located in Sub-Saharan Africa and is key to stability in the region
Funding • < 5 % = State Funding • > 95 % = Federal Funding • Nearly all equipment is federally-provided in accordance with each unit’s wartime mission, but nearly all has dual-use capabilities for use during state emergencies
