Construction Budget EstimatingOhio Department of Transportation Presentation to Transportation Estimators Association November 4, 2005
Definitions • Construction Budget Estimate – All construction estimates done by ODOT or agent representing ODOT. Conceptual, C-1, & C-2. • PDP – Project Development Process. • Conceptual Budget Estimate – The long range budget estimate. The ‘initial estimate’. • C-1 Budget Estimate – Preliminary budget estimate that is finalized at Step 7 PDP.
More Definitions • C-2 Budget Estimate – Estimate that is finalized at Step 11 with detail design quantities / pay items. • Estimator – version 2.2 required software • JPPMS – Jobs & Progress Project Monitoring System
Situation • Jobs & Progress • Need: consistent, reasonable & reliable estimates • PDP Process • Estimates updated at each step • J&P Performance Monitoring System • Need: develop consistent estimating procedures
Estimating Task Group formed • Objective & Goals • Consistent, Reasonable & Reliable Estimates • Provide Reliable & Credible Resources
Objective & Goals • Consistent, Reasonable & Reliable Estimates • Standardize Estimating Process • Develop Estimating Procedures • Specify Format • Consistent w/ J&P Performance Monitoring System • Estimate must be a useful document • Provide Reliable & Credible Resources • Overhaul C-1 (Preliminary) Estimating Guidelines • Expand Guidelines w/ Conceptual Estimating & C-2 (Detailed) Estimating Guidelines • Research Industry for Best Practices
Research: ODOT Estimating Process • Estimator task group formed • Survey of District Estimators • Focus on J&P / Major New Projects • E-mail survey & follow up phone interviews • Findings • Some J&P projects estimated by District • Estimator 1.8 software • Spreadsheets • Paper records • C-1 Estimating Guidelines (last update - two years old) • Using past projects for reference
Research J&P Estimates (cont.) • (more) Findings • District using Consultant Estimates • Consultants doing J&P estimates for districts • Major New estimates • Other estimates • Need: Survey Consultant Community
Research J&P Estimates (cont.) • Survey Consultants • Website survey • Minimal results • Two responses • Phone interviews • Called 55 consultants • Interviewed 37
Consultant Survey Results • No Standard Format • ODOT required no specific format for estimates • Majority done on spreadsheets • Very few used software specific to estimating • Nearly 100% use database info from ODOT • Various inflation rates applied • Various tools incl. Summary of Contracts, Means Guides and created databases
Solutions for Consistent, Reasonable & Reliable Estimates • Estimator 2.2a • ODOT’s Construction Budget Estimating Procedures
Solutions for Consistent, Reasonable & Reliable Estimates • Estimator 2.2a • ODOT • D1- 1 D2- 18 D3- 1 • D4- 3 D5- 1 D6- 1 • D7- 1 D8- 13 D9- 2 • D10- 1 D11- 0 D12- 1 • Central Office- 9 ODOT Total- 52 (23 training) • Consultants • 54 Consultant Firms – (106 training) • 1 County Agency – Montgomery County (2 training)
Solution for Consistent, Reasonable & Reliable Estimates (cont.) • ODOT’s Best Practices, Guidelines & Procedures • ODOT’s Procedures for Estimating • Combines consistent estimating procedures w/estimator’s knowledge & experience • Provides credible data for costs & contingencies
Procedure for Construction Budget Estimating • EXCEL Spreadsheet • Construction Budget Estimating Procedure • Introduction • Construction Estimate Path • Best Practices & Guidelines • J&P Categories • Cost Information page for each category • QAR Checklist • Contact Page
Introduction sheet • not intended to replace your engineering and estimating judgment • units of measure and the cost associated are in English measurement • We certainly know that there are always better ways to do things • ongoing 'Work in Progress‘
Ten Point Budget Estimating Procedure • Estimating Team • Follow the process • 80/20 Rule – Major Cost Items • Continual Documentation • Estimating tools – Estimator 2.2a
Ten Point Budget Estimating Procedure (cont.) • Transitioning Estimates – concept to concrete • Today’s Dollars • Contingency Costs • Update Budget Estimate at each PDP Step • Review Team
Other Features • Cost Data and Transitions from: • Conceptual to Preliminary to Detail Estimates • Contacts Page • Inflation Cost Information • Index of ‘Other’ Costs • QAR Checklist • Contingency Cost Data • Risk • Design Completion
Where do we go from here… • ‘Work in Progress’ • Regular updates posted on the Web • Looking for user feedback • Training • Districts • Consultants • Develop QAR • Adding new tools • CES • Tracer
