Introduction • ICT has the potential to transform the way that government does its work: • Procurement of goods and services • Quality and delivery of services • Efficiency at which applications are filed and taxes paid • An increase in government ICT portfolio will: • Support core functions performed by Ministries; • Support work process re-engineering resulting from the rationalization and rightsizing exercise; and • Facilitate information management and sharing (productivity, local decision-making processes and service delivery)

Process re-engineering cont… • Integration Immigration Systems, National Registration Systems, Registrations of Births and Deaths, and National Electorate Board’s Systems (e-Registration) • Integration of Payroll (IPPD), Accounting (IFMIS) and Pension Systems • Automation of Procurement process (tendering, quotation, evaluation, awarding)
Messaging and Collaboration • EXECNET • Domain establishments • Software acquisition • Training of users • Implementation of the systems
Human Resource Development Status: • Poor remuneration leading to Exodus of staff • Inadequate skilled staff Immediate requirement: • Motivation of staff • Training • Recruitment
GITIM Framework • Set of Standards, principles and procedures for the purpose of enforcing harmony and coordination of ICT application in Government • Objectives being to: • Facilitate effective and efficient coordination of business processes, Information flows and technology investments across the public sector; • Provide the basis for support of GoK’s business and technology requirements to meet immediate and long-term needs of all departments.
