Heidi PaciniStaff Engineer TEPPC Pumped Storage Modeling August 25, 2011 HMTF Conference Call
Pumped Storage Plants in the TEPPC 2020 Dataset • Existing • AZ: Horse Mesa, Mormon Flat • CA: Castaic, Eastwood, Helms, San Luis • CO: Cabin Creek, Mount Elbert, Northern CO Water Conservatory District Pump • Under Construction • CA: Hodges-Olivenhain Pump Storage
Pumped Storage Model Inputs • Min/maxpumping capacity • Min/max generating capacity • Capacity segments between min/max • Input/output efficiency • Energy needed to fill reservoir • Minimum reservoir level • Type of refill cycle (daily/weekly) • Contribution to spinning reserve (No) • Minimum savings required Inputs in green are currently being used within the model
Pumped Storage Operating Mode • User may define which hours are to be used for pumping/generating • Can define each hour of the week • Can define weeks differently • Currently, all hours are set to economic (i.e. decision to pump or generate is based on price signals) • Local LMP price • Computed after preliminary dispatch of thermal units
Pumped Storage Optimization • Minimize the cost of meeting load subject to: • The efficiency of the plant • Min/max reservoir levels • Operating min/max capacities
Model versus Actual Operation - Castaic Other inputs to consider: Daily vs. weekly refill cycle? Contribute to reserves? Set schedule?
Model versus Actual Operation - Helms Other inputs to consider: Daily vs. weekly refill cycle? Contribute to reserves? Yes
Model versus Actual Operation - Eastwood Other inputs to consider: Daily vs. weekly refill cycle? Contribute to reserves? Set schedule? Doesn’t appear to have a consistent schedule
Model versus Actual Operation – San Luis Reservoir • US Bureau of Reclamation Fact Sheet Other inputs to consider: Daily vs. weekly refill cycle? Weekly Contribute to reserves? No Set schedule? Yes
Model versus Actual Operation – Mount Elbert • USBR Fact Sheet Other inputs to consider: Daily vs. weekly refill cycle? Contribute to reserves? Yes Set schedule?
Remaining Pumped Storage Plants • Please send any information you may have on the following plants to the staff: • CA: Hodges-Olivenhain Pump Storage • CO: Cabin Creek, Northern CO Water Conservatory District Pump • Are there other existing pumped storage plants missing from the TEPPC dataset? • If so, please send any information you may have to the staff
Future Pumped Storage Projects • Future pumped storage project reported to LRS: • Upgrade to Castaic • Iowa Hill (SMUD) • WECC Class Code 4 (not typically added to TEPPC datasets) • Proposal – Model any additional proposed PS projects in expansion cases when congestion is identified and could be mitigated by a particular project • See pumped storage projects identified in 2011 Study Program
