Aim To enhance the proficiency of port facility security staff in monitoring the contiguous zone of the port facility.
Objectives • Security staff required to notice the suspicious vehicle within the required time as stated in the PFSP. • Security staff required to handle the suspicious vehicle according to procedures in the PFSP.
Desired outcomes • Security staff will be able to: • Effectively monitor the contiguous zone. • Take the necessary actions to deal with suspicious activities in the contiguous zone. • Deter suspicious activities from taking place in the contiguous zone.

Scenario • A syndicate plans to use port facilities as a conduit for smuggling contrabands. • Syndicate members have been tasked to probe various port facilities in the region in order to determine the effectiveness of the security.
Controller Tasks • Commencing near one end of the Port Facility • entrance, the intruders are to drive slowly • around the perimeter • Pause frequently to chat, take photo and look towards installations in the Port Facility, stop at entrances to the Port Facility, take photos • If questioned, give excuses such as taking photos for interest , feign ignorance, just driving or taking a break from driving.
Controller Tasks • Do not make any attempt to conceal yourselves • Be prepared for intervention by security forces • Carry the “Letter of Identification” and tender it if harassed

Safety • Physical safety of personnel is paramount • There is to be no physical contact between player and controllers acting as intruders, etc. • Security staff are not to use abusive language when talking to controllers acting as “intruders” • Do not neglect the safety of equipment
