  5. Aim To enhance the proficiency of security staff in checking cargo and documentation for delivery into the port facility.

  6. Objectives • Security staff expected to check the documentation for cargo delivery as required in the PFSP. • Security staff expected to screen the cargo and vehicle according to procedures in the PFSP.

  7. Desired outcomes • Security staff will be able to: • Properly check the documentation for cargo entering the Port Facility. • Properly screen vehicle entering the port facility. • Detect anomalies in documentation.

  8. Control Team • Chief Controller: PFSO, Mr. AAA • Simulators •  Driver 1 – Mr/Ms. XXX •  Driver 2 – Mr/Ms. XXX • Deliverymen, if required • Safety officer

  9. Players • Security staff on duty

  10. Materials • 1 set of wrong document (for different cargo) • 1 set of incomplete document

  11. Scenario • Two trucks are to enter the Port Facility in order to deliver cargo. Each truck is a separate event and their activities are unrelated to each other.

  13. Controller Tasks • Driver 1: • To attempt entry with wrong documentation, i.e. bill of lading for a different cargo • Driver 2: • To attempt entry with incomplete documentation i.e. missing bill of lading

  14. Controller Tasks • Carry the “Letter of Identification” and tender it if harassed

  15. Communications • Mobile phone • Walkie-Talkie • Player – Ch YY • Controllers – Ch ZZ

  17. Safety • Physical safety of personnel is paramount • There is to be no physical contact between player and controllers acting as intruders, etc. • Security staff are not to use abusive language when talking to controllers acting as “intruders” • Do not neglect the safety of equipment
