Defense Acquisition Workforce Improvement Act • In 1990 Congress adopted the Defense Acquisition Workforce Improvement Act (DAWIA) • Created the legal foundation for the central management, planning, and development of today’s DoD Acquisition, Technology and Logistics (AT&L) workforce • The purpose of DAWIA is to improve the quality and effectiveness of DoD’s acquisition process by enhancing capabilities of the AT&L workforce • DAWIA outlines general authorities and responsibilities of the Under Secretary of Defense for AT&L (USD(AT&L)) • Established Career Field certification requirements • 13 Functional Career Paths • Three Certification Levels – based on Education, Experience, and Training
FY04 NDAA DAWIA II Congressional Intent As part of the National Defense Authorization Act for FY 2004, Congress amended the 1990 DAWIA legislation with new language, known as DAWIA II Greater Management Flexibility House Conference Report (108-354, page 725)(for HR1588) Flexibility to establish different experience, educational, and tenure requirements for acquisition positions Establish a single acquisition corps Streamline obsolete and outdated DAWIA provisions
What is Core Plus? Common acquisition foundationalknowledge and skills Career field foundational knowledge and skills Other functional and cross-functional point-of-need training (assignment specific, frequently CLMs)
Core Plus is the “next certification framework” outlined in of AT&L Human Capital Strategic Plan Workforce Goal 4 (“Provide learning assets at the point of need to support mission-responsive human capital development”) Why Core Plus? “The next certification framework will leverage improved competency-management, the AT&L Performance Learning Model (PLM), and provide more flexibility and control for leaders, supervisors, and individuals to determine what training is required to meet mission needs and support job performance. This framework, called Core Plus, increases engagement of the workforceby using core multi-dimensional learning assets and resources. This construct will make more learning assets available to individuals and organizations at their learning point of need…”

Competency Development After Level III Certification states “Once the individual has completed Level III certification in their primary career field, he or she is expected to continue professional development through training, education, and assignments. Continued competency development and continuous learning efforts are expected by all AT&L workforce members.” Is now the time to consider expanding size of AT&L LCL Workforce with more sustainment personnel from traditionally non-acquisition logistics organizations?
