This report includes the AEIS report, campus performance objectives, violent or criminal incident reports, and information on school violence prevention and intervention policies. It also covers the district's accreditation status, special education compliance, and performance ratings.

Academic Excellence Indicator System (AEIS) Annual Report and Public Hearing Grapevine-Colleyville ISD 2010-2011
Texas Education Code §39.053 requires each district's board of trustees to publish an annual report that includes • the AEIS report; • campus performance objectives; • a report of violent or criminal incidents; and, • information received under Texas Education Code §51.403(e) from the THECB. According to Grapevine-Colleyville Independent School District BR(LEGAL), annually, the Board shall publish a report describing the educational performance of the District and of each campus in the District. AIB(LEGAL) • Campus performance objectives and the progress of each campus toward those objectives, which shall be available to the public; • The District’s accreditation status and each campus awarded a distinction designation or considered an unacceptable campus; • The District’s current special education compliance status with TEA; • The number, rate, and type of violent or criminal incidents that occurred on each District campus, to the extent permitted under the Family Educational Rights and Privacy Act [see FL]; • Information concerning school violence prevention and violence intervention policies and procedures that the District is using to protect students;
AIB(LEGAL) 6. The findings that result from evaluations conducted under the Safe and Drug-Free Schools and Communities Act of 1994 (20 U.S.C. Section 7101 et seq.); 7. Information received under Education Code 51.403(e) (student performance reports from institutions of higher education) for each high school campus in the District, presented in a form determined by the Commissioner; • Statement of the amount, if any, of the District’s unencumbered surplus fund balance as of the last day of the preceding fiscal year and the percentage of the preceding year’s budget that the surplus represents; • Performance of each campus to its previous performance and to state-established standards; and • Performance of each district to its previous performance and to state-established standards.
AIB(LEGAL) Optional Contents • Total enrollment by ethnicity, socioeconomic status and grade groupings and retention rates; • Financial information, including revenues and expenditures; • Staff information, including number and type by gender, ethnicity, years of experience and highest degree held, teacher and administrator salaries and teacher turnover; • Program information, including student enrollment by program, teachers by program and instructional operating expenditures by program; and • The number of students placed in disciplinary alternative education programs under Education Code Chapter 37.
Dissemination of the Report The statute stipulates that the report must be disseminated to the public and to all stakeholders within two weeks after the public hearing. This can be accomplished electronically, through mail-outs or by posting copies in public places such as each school office, local businesses, and public libraries. The AEIS Glossary, also available in Spanish, is intended to provide basic information needed to understand the AEIS 2010-11 reports. ‘ Grapevine-Colleyville ISD Status • The complete BR(LEGAL) report will be posted on the GCISD website within two weeks after the public hearing (http://www.gcisd-k12.org > Departments and Programs > Assessment, Research and Evaluation > GCISD Annual Performance Report) • Hard copies of the complete report with over 500 pages will be available upon request for stakeholders who do not have access to the internet.

AEIS Performance Ratings The annual performance report must include the district performance rating provided under Section 39.072(a) and the performance rating of each campus in the district provided under Section 39.072(c). Grapevine-Colleyville ISD Status • Performance ratings for GCISD and its campuses can be accessed via a link on the GCISD website (http://www.gcisd-k12.org). • The 2010-11 ratings included 10 exemplary, 3 recognized, 5 academically acceptable (including one AEA) and 0 academically unacceptable schools.
Gold Performance Acknowledgements In the same 2011 District Accountability Summary Report, the number of campuses recognized through Gold Performance Acknowledgements are presented. Comparable Improvement Comparable Improvement (CI) is a measure that shows how student performance on the TAKS at a given school has changed (or grown) from one year to the next, and then compares that change to that of 40 schools that are demographically similar to the given, or "target" school. Grapevine-Colleyville ISD Status • Campus reports are posted on TEA’s website, http://www.tea.state.tx.us/perfreport/ci/2011/group.srch.html, and are included in the complete annual report on the GCISD website.
School Report Cards In addition to publishing and disseminating the annual performance report, the district must produce a summarized report, showing performance on key indicators. The School Report Cards produced by TEA provides such summary. A portion of House Bill 3297 (TEC Section 39.252) requires that districts post the most current reports on the district website by the 10th instructional day of the school year. Grapevine-Colleyville ISD Status • The 2009-10 School Report Cards (SRC) for each campus in GCISD were posted on the TEA’s website in December 2010. • Principals distributed the School Report Cards and letter to parents in January 2011. • The most recent AEIS reports (2010-11) and School Report Cards (2010-11) are available on the 2011 GCISD Annual Performance Report.
Campus Performance Objectives Texas Education Code §11.253 requires that each campus improvement plan set objectives based on the AEIS report and periodically measure progress toward the performance objectives. The objectives must be approved by the local board of trustees and be made available to the public. Grapevine-Colleyville ISD Status • Campus performance objectives are part of the GCISD Campus Improvement Plans (CIP) and are approved by the Board annually. • Performance objectives are available to the public on the GCISD website in the full annual report.
Reports of Post-Secondary Enrollmentand Academic Performance Texas statute requires every district to include with their performance report, information received under Texas Education Code §51.403(e) for each high school campus in the district. Grapevine-Colleyville ISD Status • The Annual Texas Success Initiative Test Report of Student Performance 2008-09 High School Graduating Class (http://www.thecb.state.tx.us/reports/PDF) • Report on Texas Public High School Graduates Enrolled in Texas Higher Institutions of Learning (GCISD campuses are included; (http://www.thecb.state.tx.us/Reports/PDF/2014.PDF) • The Office of Assessment, Research and Evaluation tracked the educational progress and pursuits of GCISD graduating classes, 2004-05 through 2009-10 using the National Student Clearinghouse data (http://www.gcisd-k12.org > Departments and Programs > Assessment, Research and Evaluation > Annual Report). A report on the class of 2011 will be available in January 2012.
Special Education Compliance Under Section 39.053(a), the annual performance report must include the district’s current special education compliance status with the agency. Grapevine-Colleyville ISD Status • The 2010-11 Special Education Performance Based Monitoring (PBM) status for GCISD is in compliance with standards--no action is required by the District. • The PBMAS report is included in the full report available on the District’s website.
Student Safety and Report on Violent or Criminal Incidents Texas statute requires every district to publish a report on violent or criminal incidents at their schools. This report should be available for use and review by the public. According to the statute, the annual report must include: • A statement of the number, rate, and type of violent or criminal incidents that occurred on each district campus, to the extent permitted under the Family Educational Right to Privacy Act; • Information concerning school violence prevention and violence intervention policies and procedures that the district is using to protect students; • The findings that result from evaluations conducted under the Safe and Drug- Free Schools and Communities Act of 1994 and its subsequent amendments. Grapevine-Colleyville ISD Status • The District reports to the TEA all discretionary, mandatory and expellable criminal incidents that occur on each campus. A summary of the incidents occurring in 2010-2011 are included in the annual report. • Each year, the District presents to the board results from the GCISD drug survey. • The district’s current student health and wellness policy is included in the annual report.
Unencumbered Surplus Fund Balance The BR (LEGAL) policy requires that a statement of the district’s unencumbered surplus fund balance as of the last day of the preceding fiscal year be included in the report. Grapevine-Colleyville ISD Status • The amount of the district’s unreserved surplus fund balance as of June 30, 2010 was $34,595,927. • The amount represents 25.67%% of the 2009-10 budget. • A copy of the District’s statement of revenues, expenditures and changes in Fund Balance for 2009-10 can be found in annual report.
