La Importancia del cooperativismo agroalimentario español • En España existen alrededor de 4.000 cooperativas agroalimentarias, con una facturación media de 4,8 M€. • Es un sector caracterizado por su atomización lo que se traduce en escasa capacidad negociadora. • No hay ninguna entre la veinticinco más grandes de la Unión Europea. • El sector cooperativo facturó 18.797 millones de euros en 2012. Cuenta con más de 1 millón de socios y cerca de 100.000 empleos directos.

Oportunidad de la integración cooperativa • Necesidad de reformas estructurales para reducir el número de cooperativas y aumentar su tamaño. • El impulso y fomento de la integración cooperativa tiene por objetivo favorecer: • Redimensionamiento • Modernización • Competitividad • Internacionalización

  7. Objeto y fines de la ley • Estructurar la oferta (redimensionamiento) • Fomentar la fusión e integración de productores y entidades • Favorecer la agrupación en los primeros eslabones de la cadena alimentaria • Mejorar la capacitación y formación de los productores y de los gestores de las cooperativas • Contribuir a la mejora de la renta de los productores agrarios

Instrumentos de integración • Plan Estatal de Integración Cooperativa, con objeto de coordinar las políticas de fomento asociativo entre la AGE y las CC AA, en colaboración con el sector. • Creación de la Entidad Asociativa Prioritaria: • Implantación y ámbito de actuación supraautonómico, • Comercialización de la totalidad de la producción, • Volumen mínimo de facturación

Incentivos para la creación de Entidades Asociativas Prioritarias Prioridad en la concesión de ayudas y beneficios • Formación y Asistencia Técnica • Procedimientos de gestión y comercialización • Seguros Agrarios Combinados • Internacionalización, I+D+i, nuevas tecnologías • Acceso a financiación preferente • Ayudas especificas para fomentar los procesos de fusión o integración
