I. INTRODUCTION OF THE PROGRAM • Based on the ILO Convention No.187 • From technical assistance of ILO specialists, • Viet Nam has developed the National Program on OSH • The Program was adopted by Gov with objective: • To improve working condition; • To prevent occupational accidents and diseases; • Ensure health care for employees; • Increase awareness and enforcement of legislation…
I. INTRODUCTION OF THE PROGRAM • Consulted : Different social partners • The budget: • Supported by State budget, • Mobilized from enterprises; • Fundedby international organizations. • Mechanism of Implementation: • Coordination: Strengthening participation of people and mass organizations in activities of the Program from planning, management of resources, monitoring and evaluation. • Integration: Implementation of projects is integrated with related activities. • Monitoring and evaluation: by State administration agencies; by consultancy and scientific institutions; by employers and employees.
I. INTRODUCTION OF THE PROGRAM Project under the Programme: • Building the capacity of the State administration. • Improvement of working conditions in enterprises with focus on minimizing OAs in mining, quarrying, construction. • Promotion of control of OA and OD in agriculture • Improvement in the quality of labour protection performance in SMEs • Enhancement of prevention and elimination of OD • Disseminating information, educating and training • Building capacity in the study and application of scientific and technological advances in OSH.
II. SOME ACHIEVEMENTS AFTER 3 YEARS IMPLEMENTATION • Activities for enhancement of the State administration efficiency on OSH • Issued some Directives on strengthening OSH, concentrate in mining, quarrying, construction • To study for development of the Law on OSH; • To build the National Profile on OSH 2006 - 2009, • Developing the Program on OSH 2011- 2015; • Developing the tools for technical examination; • To improve international coordination for workshops, training and exchange of specialists… As selected by ILO and ASEAN, Vietnam has been doing a good job in coordinating activities of the National Profile and Program on OSH in the region.
II. SOME ACHIEVEMENTS AFTER 3 YEARS IMPLEMENTATION 2. Activities for improvement of working condition in enterprises • Compiling regulations with regard to the activities of labour protection network in the field of construction. • Developing and revising a mechanism of self monitoring, registration and commitment on OSH by establishments. • Developing the plan for improvement of working condition to minimize occupational accidents and diseases in some enterprises. • Applying the OSH management in the field of mining, construction and fishery and SMEs in some provinces.
II. SOME ACHIEVEMENTS AFTER 3 YEARS IMPLEMENTATION 3. Activities for prevention of OAs and ODs • Conducting a master survey on OAs and ODs to identify the frequency in enterprises • Conducting and supervising a working environment with labor protection equipment in the area of construction material production, metallurgy and chemistry, mining,...; • Controlling the actual factors causing ODs (silicosis and asbestos,...), to identify 4 new ODs in the last 3 years, and to invests equipment for medical stations for ODs at all levels... In the last three years, the OAsand ODs has been controlled, the accidents is reduced in some provinces.
II. SOME ACHIEVEMENTS AFTER 3 YEARS IMPLEMENTATION 4. Dissemination, education and training on OSH • Successfully organizing and renovating the National Week on OSH, and the ceremony of awards for enterprises with good practice every year. • Publishing the special sections to disseminate the OSH information in the mass media; enhancing the activities of OSH network; • Organizing contests of paintings, posters and good officers; • Implementing OSH training nationwide; hundres of thousand employers and employees has been trained;the number were trained in 2008 increases over 50% compare with the same period of 2007. • Newly compiling and amending 30 training documents in the areas of construction, coal mining, use of agricultural machines, chemistry, etc
III. CONCRETE OBJECTIVES BY 2010 • Decreasing cases of death OAs; yearly, reducing 5% OAs in areas at high risk of OAs (mining, construction); • Yearly, decreasing 10% number of employees newly suffered from ODs; ensuring over 80% employees at risk of ODs are provided with medical check-up for detection of ODs; • 100% employees found suffering from OAs and ODs are provided with treatment, health care and rehabilitation; • More than 80% employees in areas with strict requirement on OSH and officers in charge of OSH are trained; • Ensuring 100% cases of death and severe occupational accidents are investigated and settled.
IV. DRAFT THE PROGRAM IN THE NEXT PERIOD (2011- 2015) To maintain and hold fast the objectives to improve working conditions, prevent ODs and OAs, taking care of workers’ health, as details: • Reduce OAs (mining, quarrying, construction, chemistry...) • Reduce the number of newly contracted cases of ODs; ensure that workers at risk of ODs are provided with medical check-up for detection of ODs. • Enhance training workers in areas with strict requirement on OSH and officers in charge of OSH • Enhance and strengthen the investigation, supervision, counsellors and reporting OSH
