  1. MODERNIZATION ProjectsEXPANSION pROJECTS2014-2019 Proposed Highway Improvement program Paula J. Trigg, County Engineer Public Works and Transportation Committee May 7, 2014

  2. Presentation Schedule:2014-2019 5-year Highway Improvement Program

  3. 2014-2019 Five Year Highway Improvement Program • Management philosophy sets system priorities: • 1 - Preservation • 2 - Modernization • 3 - Expansion • Last meeting highlighted Preservation • This presentation focuses on Modernization and Expansion

  4. Priority Two: Modernization • Project set developed through traffic analysis • Projects provide improvements to the system, for example: • Intersection improvements – turn lanes, signals • Safety improvements • ITS elements in Lake County PASSAGE • Addition of bicycle facilities or pedestrian accommodations

  5. Proposed Bike Facilities

  6. Average Daily Traffic

  7. Level of Service Data Helps traffic engineers evaluate how a given intersection is functioning. Better levels of service mean fewer delays at the intersection. Intersections should perform at a level of “C” or better to meet driver expectations.

  8. Traffic Volumes: Intersections

  9. Average Daily Traffic: Then & Now

  10. 2014 Crash Summary (2012 TCAS data)

  11. Historical Perspective: Crashes*

  12. Lake County Traffic Signals

  13. Fiber Optic Network

  14. Expanding Computer Aided Dispatch (CAD) Coverage

  15. PASSAGE: Asset Inventories

  16. Priority Three: Expansion • Projects in this category address highway capacity issues • Typical projects: • Adding lanes to existing system • Building new roads • Projects in this category are usually expensive and have longer timeframes for completion

  17. Average Road Lengths

  18. Average Daily Traffic

  19. Growth in Lane Miles: County-Owned Roads

  20. Annual Vehicle Miles on County-Owned Roads

  21. 2040 roadway Priorities • Peak period trips estimated to increase by 36% between 2010 and 2040 • 212 miles of roadway Improvements recommended • 7 interchange • 9 intersection • 65 corridor

  22. History: Daily Vehicle Miles

  23. Expansion Projects(from 2013 to 2018 program)

  24. Summary Priority Two: ModernizationReduce delays and increase safety by accommodating short-term traffic growth and the needs of non-motorists. Priority Three: ExpansionProvide highway capacity to meet long-term traffic growth needs and provide for economic development.
