Maryland put in place a new testing program to comply with NCLB called the Maryland School Assessment Program.
The test was given for the first time in March of 2003. The next step was to calculate the student performance on the Maryland School Assessments.
The next step was for the Maryland Board of Education to adopt performance standards. Basic Proficient Advanced
The target based on NCLB is that all students would meet the proficient performance target by 2014.
