  9. VOST? WHAT IS VOST? • Virtual Operations Support Teams originated in the Western U.S. in 2011 to assist wildfire incident management teams coordinate social media efforts. • A VOST is staffed by pre-vetted digital volunteers, some of which may have EM experience. • A VOST is led by senior volunteers that are familiar with EM, and can act as the interface between the VOST and traditional EM elements. • VOSTS are virtual – they have no set workspace or time. • Initially, VOSTs acted solely as the social media mouthpiece of the incident PIO. That role has expanded somewhat. HOW FDEM IS USING VOST • Message amplification The VOST amplifies official messaging by broadcasting and re-broadcasting information on a variety of social media channels • Enhance situational awareness VOST filters and compiles information broadcast in social media and traditional media outlets, and provides situational updates to the EOC. Information may include damage reports and/or life safety issues, infrastructure and transportation issues, utility outages, and general public sentiment regarding the incident and response/recovery activity. This information can be provided to ESF-14, ESF-5, ESF-18 or others. • Rumor identification VOST identifies and tracks public rumors propagating in both traditional and social media outlets. This information is provided to ESF-14 for further action.

  10. FSU.VOST and FDEM The Center for Disaster Risk Policy at Florida State created a student-staffed VOST in 2012, providing a unique opportunity for students in the Emergency Management and Homeland Security (EMHS) Program. • FSU.VOST is comprised of EMHS students as well as EMHS and CDRP faculty and staff. • FSU.VOST is managed by senior faculty members, who have experience in emergency management and technology integration. • FSU.VOST is working with FDEM External Affairs/ESF-14 as well as ESF-5. David Merrick with Center for Disaster Risk Policy at FSU is at CIEM to answer questions and provide information on the FSU.VOST program for local emergency management agencies.
