  3. Charles I • Needed $ - Wars with Spain and France • Parliament refused to give more money unless he signs Petition of Right

  4. Petition of Right (1628)King would Not… • Imprison subjects without due cause • Levy taxes w/o Parliament’s consent • House soldiers in private homes • Impose martial law in peacetime

  5. English Civil War (1642-1649) • Charles wants both kingdoms under one religion • Scots rebel Assembled army • Charles Needs $ Calls Parl. • Parliament opposes him • Parliament passes laws to limit royal power

  11. Glorious Revolution • Parliament invites William and Mary to overthrow James • James flees to France • No bloodshed

Limits on King’s Power • Constitutional Monarchy – Laws limit ruler’s power • Bill of Rights – 1689 • No suspending Parliament’s laws • No levying taxes w/o specific grant from Parliament • No interfering with freedom of speech in Parliament • No penalty for citizen who petitions the king about grievances

  13. Cabinet System • Parliament could not rule w/o consent of monarch. And Vice Versa. • Cabinet, officials, became link b/w two
