Run to Fail by Facility 1/24/08 to 2/25/08 • 2302: 13 Items • Annualized MHRS: 9.52 • Replacement Cost: $9607.00 • 2168: 327 Items • Annualized MHRS: 368.3 • Replacement Cost: $10,531.50 • 2169: 168 Items • Annualized MHRS: 240.59 • Replacement Cost: $13,379.00 • TOTAL MHRS = 618.416 annually • TOTAL Savings = $30,920.50 annually

  4. Recommended MAS Changes by Facility 1/24/08 to 2/25/08 • Building 2168: 13 items • Savings of 10.92 MHRS • Building 2169: 45 items • Savings of 571.53 MHRS Total savings 582.45 MHRS = $29,122.5 annually

  5. Transfer to PdM These items will receive diagnostics to eliminate the RWP: To date: • Total # of items: 13 • Total MHRS saved: 60.162 annually • Total annual savings: $3,008 annually

  6. Equipment Add Items 9/1/07 to 2/25/08 • Equipment to be added since 9/1/07 • Total of 107 items • Total MHRS = 210.99 annually • Total Material = $1,371.00 • Total MHRS = $10,550 Total dollar addition $11,921

  7. RCM Team Observations • Observation: Many Filter doors left open in bldg. 2168 this is being done to prevent the units from going down on Freeze stat. I believe this is due to the sequence of operation for the units not being set up right or a mechanical problem. The concern is the filters are being bypassed and the units not operating as designed. • Recommendation: Ensure the service personnel are properly trained.

  8. RCM Team Observations • Observation: The shops do not have the proper specialized tools to perform the job properly. • Recommendation: Buy the proper specialized tools for the shops, if they are expensive I suggest the RCM manager keep them and sign them out as needed.

  9. RCM Team Observations • Observation: The utility shop does the RWP on HVAC pumps and the HVAC shop is responsible for repairing the pumps. • Recommendation: Reassign the RWP to the HVAC shops

  10. RCM Team Observations • Observation: The utility shop performs RWP on some HTHWV and the HVAC shop performs RWP on some of the valves. • Recommendation: Give all the HTHWV, RWP to the utility shop

  11. RCM Team Observations • Observation: I don’t see any incentive for the workers other then a paycheck. I know good workers like a pat on the back and a few extra bucks won’t hurt. I recommend starting an incentive program • Recommendation: One example Give 2ea $200 incentives out every quarter. One for the base shops and one for the Cadet area. This could be based on the following criteria • Number of call backs • Not being late for work or any other appointments • Customer feedback • List of special things the individual did in the last quarter • This would only cost about $1600 a year and I believe you would see that in increased productivity. The shops could nominate and management would decide. This program would work if the shop supervisors stick to the rules.

  12. RCM Team Observations • Observation: Bldg 2168 has a cooling tower condenser water pump that’s been down for over 3 years. If the other pump fails Bldg 2168 won’t have any cooling. This pump is not an off the shelf pump and will take some time to fix/replace • Recommendation: If repair/replacement cost exceed $7500 recommend High Priority in the top ten program • Observation: Bldg 2302 (Arnold Hall) has 2 AHU’s #8 and #6 down, I believe with bad bearings. A 332 was submitted for AHU 8(xxx) but not on on These units both serve main areas of the building • Recommendation: If cost to repair or replace exceed $7500 I recommend High Priority in the top ten program

  13. Total items inspected • To date the RCM team has inspected a total of 1272 RPIE items. • Total potential saving since 9/1/07 = $157,694 annually • Total additions since 9/1/07 = $11,921 Total savings to be applied over the life of the contract = $1,187,305

  14. PDM Initiative • Cooling towers appear to need cleaning • Is this due to water treatment or PM? • Fouled cooling towers can cause many problems including health concerns. • Reduced tower capacity • Premature pump failure • Fouled/Scaled condenser/flatplate tube • Legionnaires' disease • RCM team will start tracking water treatment • Will meet with Nalco chemical rep and get smart • Review treatment log monthly • Check and track temperature spread on (selected) condensers, flat-plates, and convertors helping to predict cleaning schedules
