  17. Notional CJ-CMIC Mission Statement The mission of the Combined Joint Civil Military Information Center (CJ-CMIC) is to achieve coordination and unity of effort among organizations and partner nations delivering MEDCAPS, DENCAPS, ENCAPS, VETCAPS, SMEEs, and other relationship building activities during PACIFIC PARTNERSHIP. A CJ-CMIC is formed to: Exchange Information. Perform liaison and coordination between military capabilities and other agencies, departments, and organizations to achieve the goals of the mission. Direct the collection and analysis of assessments The CJ-CMIC will serve as the primary coordination interface to assist in operational and tactical level coordination between the command element and other stakeholders. Members of a CJ-CMIC may include representatives of U.S. military forces, Partner Nation military leaders and the international humanitarian community. The CJ-CMIC is the meeting place of stakeholders and generally does not set policy or direct operations.

Main Planning Conference (30-31 Jan in San Diego) What was CPF legal issue with funding Admiral Kidd CC that they had to work through?
  29. Mission Commander Priorities Mission Training Mission Rehearsal (March 2012) Ship to Shore movements (ADVON, Main Body, Teams, etc.) Communications (Ship, shore and PA releasable products) MEDCAP DENCAP VETCAP Engineering COMREL Partner Nation Interoperability AT/FP Key Leader Engagements PA/Integrated communications training Cultural awareness training Budget Confirm what current funding is available Concerned a clear path for COMREL funding for mission has not been arranged. Execution plan? Meetings CDS 7 (others?) with ETGLANT (07-10 NOV) CDS 7 with Project Handclasp (09 DEC)
  30. Engineering Lead Planner Comments (Ref: Cambodia PDSS) We have concerns about the feasibility of the proposed Cambodian PDSS itinerary as proposed by the ODC. The draft itinerary sent out will not work given the 1 week timeframe. The proposed itinerary is not feasible for the following reasons: It is virtually impossible to link MEDCAP and ENCAP site surveys together. There is a huge difference in the amount of time required at each site location. The engineers will need 3-4 hours at each proposed site to conduct detailed planning. This has been tried before and inevitably the medical planners and waiting for the engineers. It makes absolutely no sense to have the whole team standing around waiting for the engineers For planning purposes each portion of this PDSS needs to conduct site surveys independently i.e. medical, engineer, logistics, ops, etc If there are 2 or more sites per province the engineers need 4 hours per site plus 3-4 hours per province to conduct research WRT materials and services required for construction. Bottom line we can survey 2 potential sites per day. That is 2 construction projects not 2 provinces. If the project proposal is complicated we could spend as much as 8 hours on one site. The problem is we only get one visit to measure, plan, calculate, etc.
  31. Engineering Lead Planner Comments (Ref: Cambodia PDSS) We also need time to identify the following in the vicinity of each project site: Hotels Hospitals for MEDEVAC Vendors: Hardware, fuel, services, food, etc. **These are all required to determine feasibility Recommendation: Look at 6-7 sites (not provinces) and ultimately select 3-4. It’s imperative that in order to have MEDEVAC capability and logistics support the sites need to be within 1 hour of Phnom Penh or Sianoukville. This is also important because 50% of the engineers will be aboard Mercy transiting back and forth. Assumption is that the mission commander would like to do site visits during the mission and attend ribbon cutting ceremonies.
